Procedura kwalifikacji

Manuskrypt artykułu przesłany w formie elektronicznej na adres redakcji poddawany jest dwustopniowej procedurze kwalifikacji:

- ocenie wstępnej - dokonanej przez kolegium redakcyjne m.in. pod kątem spełnienia wymogów formalnych i językowych oraz zgodności z profilem wydawniczym periodyku; 
- ocenie recenzentów.

Teksty recenzji przesyłane są autorom. Jeśli recenzent naniesie szczegółowe uwagi bezpośrednio na manuskrypt, autor - oprócz tekstu recenzji - otrzyma manuskrypt z naniesionymi uwagami.

Autor powinien ustosunkować się do uwag i wprowadzić ewentualne poprawki, wskazane w recenzjach. Poprawiony tekst wraz z odpowiedziami na uwagi recenzentów oraz z oświadczeniem o przeniesieniu autorskich praw majątkowych autor wysyła do redakcji.

Redaktor naczelny ma prawo zwrócić się do autora z prośbą o wprowadzenie dalszych koniecznych zmian i poprawek. W konsultacji z redaktorem tematycznym podejmuje on ostateczną decyzję o odrzuceniu bądź przyjęciu artykułu do druku.

Zasady recenzowania

1. Oceny manuskryptu artykułu dokonuje dwóch recenzentów, w tym co najmniej jeden spoza jednostki.

2. Autorzy i recenzenci nie znają swoich tożsamości.

3. Recenzja sporządzana jest na specjalnym formularzu (karta oceny) przekazanym recenzentowi.

4. Recenzja kończy się jednoznacznym wnioskiem:

   • Praca może być opublikowana.
   • Praca może być opublikowana, pod warunkiem dokonania:
     - niewielkich zmian,
     - znacznych zmian.
   • Praca powinna być odrzucona.

 

5. Zasady kwalifikowania lub odrzucenia publikacji przez recenzentów:
- odrzucone są prace napisane niesamodzielnie oraz prace zawierające poważne błędy merytoryczne;
- pod pojęciem niewielkie zmiany rozumie się m.in.: uzupełnienie bibliografii odpowiednio - o krajowych lub zagranicznych autorów, aktualizację tekstu (np. uwzględnienie nowych aktów prawnych), uporządkowanie treści tabel, dokonanie drobnych uzupełnień lub skrótów tekstu, sprawdzenie danych statystycznych, nazwisk i tytułów prac;

- pod pojęciem znaczne zmiany rozumie się m.in.: zmianę struktury pracy, rezygnację z niektórych wątków, konieczność odniesienia się do wyników badań innych autorów, które mają istotne znaczenie dla omawianego tematu, rozszerzenie części wnioskowej. 

6. Nazwiska recenzentów poszczególnych artykułów nie są ujawniane; lista recenzentów publikowana jest raz w roku (w ostatnim numerze).

7. Recenzenci są zobowiązani do poufności, nie wolno im również wykorzystywać wiedzy pochodzącej z recenzowanego artykułu przed jego opublikowaniem.

Zapora ghostwriting i guest authorship

Wydawca wprowadził w 2012 r. procedury zapobiegające zjawiskom ghostwriting i guest authorship. Ze zjawiskiem ghostwriting mamy do czynienia wówczas, gdy ktoś wniósł istotny wkład w powstanie artykułu i nie ujawnił swojego udziału jako jeden z autorów lub też jego rola nie została ujawniona w podziękowaniach zamieszczonych w publikacji. W przypadku guest authorship udział autora jest znikomy lub w ogóle nie miał miejsca, a pomimo to jest autorem bądź współautorem publikacji. Są one przejawami nierzetelności naukowej i wyrazem braku dobrych obyczajów.

Aby przeciwdziałać wskazanym przypadkom, redakcja wprowadza następujące procedury:

  • Każdy z autorów podpisuje oświadczenie, w którym wskazuje, że praca przedstawiona do publikacji jest jego własnym opracowaniem nienaruszającym praw osób trzecich.
  • W przypadku dwóch lub większej liczby autorów jednego artykułu, redakcja wymaga ujawnienia wkładu każdego z nich w powstanie publikacji (z podaniem afiliacji oraz kontrybucji każdego autora w zakresie koncepcji, założeń, metod itd.).
  • Wszystkie wykryte przypadki nieuczciwości naukowej będą ujawniane, włącznie z powiadomieniem odpowiednich podmiotów, w tym instytucji zatrudniającej autora.
  • Zobowiązuje się do dokumentowania wszelkich przejawów nierzetelności naukowej.

The procedure of qualifying articles for publication

The article’s manuscript sent in the electronic form to the editorial office shall be submitted to the two-stage qualification procedure:

- an initial assessment carried out by the editorial board, inter alia, from the viewpoint of meeting the formal and linguistic requirement as well as compliance with the periodical’s editorial profile;
- an opinion made by peer reviewers.

Texts of the peer reviews shall be sent to the authors. If the peer reviewer provides their detailed comments directly on the manuscript, the author shall – apart from the review text – receive the manuscript with the comments made.

The author should refer to the comments and introduce the corrections indicated in the reviews. The author shall send the corrected text together with replies to the peer reviewers’ comments and his/her declaration on the transfer of proprietary copyrights to the editorial office.

The editor-in-chief shall be entitled to request the author to introduce further necessary alterations and corrections. In consultation with the thematic editor, they shall make their final decision on rejection or admission of the article for printing.

Reviewing principles

1. Evaluation of the article’s manuscript shall be made by two peer reviewers, of whom at least one is from outside the unit.

2. The authors and peer reviewers shall not know their identities.

3. The review is prepared on a special form handled to the peer reviewer.

4. The review ends up with a unanimous conclusion:

   • The work may be published.
   • The work may be published provided there are made:
     - minor alterations,
     - significant alterations.
   • The work should be rejected.

 

5. The principles of qualifying or rejecting of the publication by the peer reviewers:

- rejected shall be the works written not independently and the works containing serious substantial errors;
- the term ‘minor alterations’ shall mean, inter alia,  supplementing the bibliography by – respectively – national or foreign authors, text updating (e.g. taking into consideration of new legal acts), arrangement of the tables contents, carrying out minor supplements or shortcuts of the text, checking of the statistical data, names and works’ titles;
- the term ‘significant alterations’ shall mean, inter alia, alteration of the work structure, resign from some aspects, the need to refer to findings of research carried out by other authors, which are of a substantial importance for the topic in question, extension of the part containing author’s conclusions.

6. The names of the peer reviewers of particular articles shall not be disclosed; the list of peer reviewers is published once a year (in the last issue).

7. Peer reviewers shall be obliged to keep confidence; they cannot make use of the knowledge stemming from the reviewed articles prior to its publishing, either.

Ghostwriting firewall and guest authorship

In 2012, the publisher introduced the procedures preventing the phenomena of ghostwriting and guest authorship. The phenomenon of ghostwriting takes place when somebody has put in a substantial contribution in the article production but has failed to reveal their share as one of the authors or their role has not been disclosed in acknowledgements placed in the publication. They are symptoms of scientific dishonesty and an expression of lack of good manners.

In order to counteract the indicated cases, the editorial office introduces the following procedures:

  • Each of the authors shall signs a declaration in which he/she indicates that the work submitted for publication is his/her own elaboration not breaching rights of the third parties.
  • In case of two or more authors of one article, the editorial office shall require disclosure of the contribution of each of them in the publication production (providing the affiliation and contribution of each author as regards the concept, assumptions, methods, etc.).
  • All the revealed cases of scientific dishonesty will be disclosed, including the notification of relevant entities, also the institution the author works for.

Shall undertake to document whatever symptoms of scientific dishonesty.

 3. Utwór jest całkowicie oryginalny, nie był wcześniej publikowany i nie zawiera żadnych zapożyczeń z innego dzieła, które mogłyby spowodować odpowiedzialność Wydawcy, oraz że prawa autorskie Autora do tego utworu nie są ograniczone w zakresie objętym niniejszym oświadczeniem.

 4. Oświadczam, że artykuł nie miał/miał* inne źródła finansowania poza środkami własnymi Autora. W przypadku istnienia dodatkowych źródeł finansowania dla powstania artykułu, oświadczam, że dostarczyły ich:
